CITY OF PELICAN RAPIDS COUNCIL MINUTES 3-10-97The City Council of Pelican Rapids met in regular session on Monday, 3-10-97, at 6:30 p.m. in the Pelican Rapids Public Library meeting room.
PRESENT: Mayor Wayne Runningen, Council Members George Hanson, Paulette Nettestad, Denise Magnusson and Dave Gottenborg. ABSENT: None.
ALSO PRESENT: Administrative Assistant Richard Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Street Superintendent Vern Benson, Utilities Superintendent Brent Frazier, Roger Schleske, Allan Johnson, Mary Jo Stage, Brandon Stage, Gordon Goepferd, James Wick, Jeff Crandall and Gary Peterson of the Pelican Rapids Press.
Meeting called to order by Mayor Runningen.
Utilities Superintendent Brent Frazier reported on wells 5A and 12. A new electrical panel for wells 10 & 11 was installed by Midstates Engineering. Thein Well Co. has also been working with wells and recommended other maintenance items.
Motion by Gottenborg and second by Magnusson to approve minutes of 2-10 and 2-26-97 as presented. Motion passed unanimously.
Motion by Nettestad and second by Hanson to approve payment of Accounts Payable Listing of 3-6-97 with additions of 3-10-97. Motion passed unanimously.
Council discussed Liquor Store Reports for December 1996 and January 1997.
Council discussed Police Department Report. Administrative Assistant Richard Jenson notified council that Part-time Police Officer Steve Haeckel has resigned.
Motion by Nettestad and second by Hanson to accept Steve Haeckel's resignation with regret and thank him for his years of service. Motion passed unanimously.
Mayor Runningen said Haeckel has served with the police department for five years and has been very dependable.
Street Superintendent Vern Benson reported on his departments' activities.
Deputy Clerk-Treasurer Glenys Ehlert reviewed the February 97 Cash Recap Report, December 1996 Investment Summary and General Fund Revenue and Expenses for February 1997.
Administrative Assistant Richard Jenson reviewed a letter form the West Central Minnesota Housing partnership Board asking if the City of Pelican Rapids would like to appoint a member to the board.
Motion by Nettestad and second by Gottenborg to pay Larson, Peterson & Associates the following engineering fees: $4192.74 for Water Tower, $3850.97 for Lake Region Electric Cooperative and $2175.82 for Seal Coat 96.
Voting yes: Council Members Nettestad, Magnusson, Hanson and Gottenborg.
Voting no: None. Abstaining: Mayor Runningen. Motion carried.
Motion by Hanson and second by Magnusson to request the Minnesota Highway Department reduce speed limit to 30 miles per hour from school to old city limits and set speed limit at 40 miles per hour to city limits on Hwy 59 South. In addition, a request for striping on Hwy 59 for left turns into the Lake Region Electric Cooperative offices and Lake Region Ave. Voting yes: Council Members Nettestad, Magnusson, Hanson and Gottenborg. Voting no: None. Abstaining: Mayor Runningen. Motion carried.
The fire department is proposing to increase benefit level from $1,100 to $1,200 per year of service at no additional cost to the City.
Motion by Nettestad and second by Magnusson to approve Fire Relief Association's request to increase benefit level from $1,100 to $1,200 per year of service. Motion passed unanimously.
Motion by Gottenborg and second by Hanson to approve renewal of Bottle Club Permits for GLD Lanes, The Rapids and American Legion and to approve renewal of a Beer License for GLD Lanes subject to receipt of license fees and insurance information. Motion passed unanimously.
Motion by Nettestad and second by Gottenborg to approve the Pelican Rapids Ambulance Contract in the amount of $7544. per year for 1997 and 1998. Motion passed unanimously.
Motion by Hanson and second by Nettestad to approve payment to Midstates Engineering of Fargo for Well Control Panels for Wells Nos. 10 & 11 for contract work in the amount of $19,236.39, as approved by City Engineer Gary Nansen of Larson, Peterson, & Associates. Motion passed unanimously.
Mayor Runningen reviewed action taken at 2-26-97 council meeting regarding Old Fergus Road improvements.
Council Member Gottenborg discussed concerns of setting precedent for allowing rural section in new developments, burden of paying for 1200 ft. of property which will be forfeited if improved and concerns about subgrade.
Council Member Hanson requested that the City Attorney discuss the procedures and legal aspects of permitting a rural section in established area of town at council meeting on 3-26-97 at 3:00 p.m. in the Pelican Rapids Public Library.
Mayor Runningen called hearing for Street Reconstruction Project No. 63 to order. No members of public were present.
Motion by Hanson and second by Nettestad to adjourn the hearing.
