City of Pelican Rapids 




The City Council of the City of Pelican Rapids met in regular session on
Monday, 02-09-04, at 5:30 p.m., Council Chambers, City Hall, 315 N.
Broadway. Mayor Wayne Runningen, Council Members Ben Woessner, David
Gottenborg, Denise Magnusson and John E. Waller were present. No one
was absent. Administrative Assistant Richard A. Jenson, Deputy
Clerk-Treasurer Glenys Ehlert, Street and Park Superintendent Tom
Soberg, Utilities Superintendent Brent E. Frazier, Police Chief Scott
Fox, Library Director Pam Westby and Rick Gail of the Pelican Rapids
Press were also present.

Meeting called to order by Mayor Runningen.

The following items were added to the agenda: Minnesota Department of
Transportation public meeting; Board of Review and Library Report.

Motion by Waller, seconded by Woessner to approve minutes of
01-27-04 as presented. Motion passed unanimously.

Motion by Gottenborg, seconded by Magnusson to approve the Accounts
Payable Listing of 02-09-04 as presented with additions: All Building
Corporation, exterior Old City Hall, $13,577.64; Karl Grefsrud
Construction, interior Old City Hall, $24,477; Shultz Torgerson,
exterior and interior Old City Hall, $700. Motion includes approval of
Library bills as approved by Gary Lage, library board member. Motion
passed unanimously.

Police Chief Scott Fox presented his report. Mayor Runningen asked
about towing cars for snow removal. Street and Park Superintendent Tom
Soberg and Fox agreed that it went pretty well; two cars were towed.

Library Director Pam Westby shared the new computer policy at the
library and upcoming activities list.

Administrative Assistant Richard A. Jenson said the county contractor
has additional finishing work to do on the riverbank behind the library.
Mayor Runningen said he has some ideas for finishing the river edge to
keep it from eroding. Westby said the Library Board is considering
having a landscape architect look at tying the river park work into the
work already completed at the library.

Liquor Store Manager was not able to be present. Council reviewed the
report. Auditor Dan Rollie is drafting a letter requesting a physical
inventory at the liquor store.

Deputy Clerk-Treasurer Glenys Ehlert reported on bond receipts of
$231,000. These were allocated to the water and sewer funds. She said
the City has not received any bills from
Otter Tail County for the
City's share of expenses for the
Mill Ave. and 1st Street NW Bridge and
utility project, Improvement Project No. 69. Those fund balances
reflect these funds.

Jenson presented the Public Facilities Committee's recommendations to
bid the proposed public works garage as either a metal building or a
wood building. Motion by Waller, seconded by Magnusson to authorize the
committee to request bids for both types of construction for a public
works garage. Motion passed unanimously.

Jenson and Soberg said they have found another person who is willing to
sandblast the swimming pool bottom for substantially less money than
previously discussed. The price is comparable to amount budgeted for
automatic chemical feed for the pool. Soberg and Jenson said the
sandblasting is more important than the automatic chemical feed at this
time. Motion by Waller, seconded by Magnusson to authorize pool repairs
as reviewed by Soberg, subject to receipt of a signed quote. Motion
passed unanimously.

Jenson said there will be an informational meeting on Tuesday,
6:30 p.m., to review with the Minnesota Department of Transportation
various options and solicit feedback from local businesses on the mill
and overlay and turn lane construction project on Highways 59 and 108.
Project is scheduled to begin after
July 4th, 2004. Turkey Days
Celebration is scheduled for
07-08-04, 07-09-04 and 07-10-04.

Board of Review is scheduled from
3-4 p.m. on 04-28-04. Mayor Runningen
reminded Council Members that a quorum is required.
