City of Pelican Rapids 





The City Council of Pelican Rapids met in regular session at 4:00 p.m., Tuesday, 12-28-04, Council Chambers of City Hall, 315 N. Broadway.  Mayor Wayne Runningen, Council Members Ben Woessner, Denise Magnusson, John E. Waller, III, and David Gottenborg were present.  No one was absent.  Clerk-Treasurer Glenys Ehlert, Utilities Superintendent Brent E. Frazier, Library Director Pam Westby, Pat Risenour and Chris McCann of Interstate Engineering and Tom Hintgen of the Pelican Rapids Press were also present.


Mayor Runningen called the meeting to order.


Appointing a representative to the Western Area City County Cooperative was added to the agenda.


Motion by Magnusson, seconded by Waller to approve payment of the 12-28-04 Accounts Payable Listing with the addition of Northern Technologies, Inc., soil mitigation bills, in the amount of $1245.50 and $1359.  Motion passed unanimously.


Library Director Pam Westby reported on activities and services of the library during the past year.  Westby thanked the City Council for their efforts to advocate for the library.


Pat Risenour of Interstate Engineering explained the next steps in the Wellhead Protection Plan Part Two.  A number of things need to be reviewed and studied with a committee established to work with Interstate Engineering.  The cost will be on an hourly basis with the total amount not to exceed $10,900.  This would be a water fund expense.  It is mandated by the State of Minnesota, however, the state does not provide funds for the program.  Motion by Gottenborg, seconded by Magnusson to proceed with the Wellhead Protection Plan Part Two with Interstate Engineering on an hourly basis with the cost not to exceed $10,900.  Motion passed unanimously.


Liquor Store Manager Bob Leslie reported on the liquor store sales and inventory.  Council Member Gottenborg asked if the Percon system will be working for inventory.  Leslie said that Dan Bar from Bemidji and possibly Scott Olson will come to assist with the Percon system of inventory.  Mayor Runningen and Council Members Gottenborg and Woessner emphasized that the system must work or a back-up plan must be in place so inventory can be accomplished on 02-01-05, at 6:30 a.m.  Council Member Gottenborg asked about repair of the liquor store sign.  Leslie said he would get it done.


Mayor Runningen reviewed Liesch Associates, Inc., letter outlining the scope of work to initiate a review of the capacity of the current well field and well replacement possibilities.  There is a benzene contamination at City Wells, 10, 11 and 14.  Well No. 14 has been pumped and discharged since September, 2004.  The scope of work would not exceed a cost of $5,226.  Minnesota Pollution Control Agency has informed the City of Pelican Rapids that the City will need to bill Park Region Cooperative for expenses connected with pumping Well No. 14.  Motion by Gottenborg, seconded by Waller to approve the scope of work study of Well No. 14 replacement with Liesch Associates, Inc. at a cost not to exceed $5226.  Motion passed unanimously.


Motion by Waller, seconded by Magnusson to appoint Administrator Donald Solga as Western Area City County Cooperative representative for 2005.  Motion passed unanimously.


Motion by Gottenborg, seconded by Waller to introduce a RESOLUTION FOR CITY WINTER MAINTENANCE AGREEMENT WITH OTTER TAIL COUNTY. (A complete text of this resolution is part of permanent public record in the city clerk's office.)  Motion passed unanimously and resolution declared duly adopted.  Motion passed unanimously.


Motion by Gottenborg, seconded by Magnusson to authorize Administrator Don Solga to sign checks on all City checking and investment accounts and Liquor Store accounts as an appointed official, effective 01-03-05.  Motion passed unanimously.


Mayor and City Council thanked Denise Magnusson for her hard work and commitment to the City.  She will continue working on the Park Board, working with Emergency Management Planning and the Animal Control Committee.
