City of Pelican Rapids

The City Council of the City of Pelican Rapids met in regular session on Tuesday, 11-25-03, at 4:00 p.m., in Council Chambers of City Hall.   Mayor Wayne Runningen, Council Members Ben Woessner, Denise Magnusson, John Waller, III and Dave Gottenborg were present.  No one was absent.  Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Police Chief Scott Fox, Police Officer Scott Sachs, Library Director Pam Westby, Liquor Store Manager Bob Leslie, Scott Adkisson of Retailers Protection Association (RPA) and Rick Gail of the Pelican Rapids Press were also present.


Meeting called to order by Mayor Runningen.


Added to agenda:  Liquor Store Inventory; Water Award; Correspondence


Mayor Runningen reviewed a proposal to hire a firm to conduct a physical inventory at the Liquor Store.  Motion by Magnusson, seconded by Waller to approve a proposal to hire RGIS Inventory Specialists to conduct a physical inventory of the Liquor Store.  Motion passed unanimously.


Police Chief Scott Fox introduced Police Officer Scott Sachs and Scott Adkisson.  Police Officer Scott Sachs reviewed the present collection procedure for dishonored checks.  Scott Adkisson of Retailers Protection Association (RPA) explained the services of his company in collecting bad checks through a pretrial diversion process.  RPA is a not for profit organization established in 1997, to work on financial crimes with law enforcement, judicial system, retailers and banking.  Police Chief Fox recommended approval of the proposed agreement.  Motion by Waller, seconded by Magnusson to approve the proposed agreement between the City and Retailers Protection Association.  Motion passed unanimously.


Council reviewed the 11-25-03 Accounts Payable Listing.  Motion by Woessner, seconded by Waller to approve payment of the 11-25-03 Accounts Payable Listing as presented.  Motion passed unanimously.


Administrative Assistant Richard A. Jenson reviewed the 4th Street SE project.  Motion by Gottenborg, seconded by Waller to introduce the following resolutions, entitled RESOLUTION DECLARING COST TO BE ASSESSED, ORDERING PREPARATION AND CALLING FOR HEARING ON PROPOSED ASSESSMENT FOR  4TH STREET SE WATER/SEWER IMPROVEMENT PROJECT NO. 69.  Hearing date is set for 12-30-03.  Motion passed unanimously and resolution declared duly adopted.


Jenson reviewed a proposal to purchase an Air Tester for Confined Space Entry.  He recommended purchasing equipment and a service contract from Hawkins.  Motion by Gottenborg, seconded by Magnusson to purchase the Air Tester at a cost of $1175 and a service contract with Hawkens.  Motion passed unanimously.


Jenson said there is a proposal coming from a property owner to close the alley access by the Pelican River.  Jenson will check out ownership of the property.


Motion by Gottenborg, seconded by Magnusson to certify unpaid bill for mowing in the amount of $255 for Parcel No. R76000611000 to the County Auditor for collection with the real estate taxes.  Motion passed unanimously.


The City of Pelican Rapids Budget Hearing will be at 7:00 p.m. on 12/01/03.  The increase in the levy is directly due to the loss of Local Government Aid to the City.


Library Director Pam Westby informed Council that the Library has received a $350 book award.  She also updated Council about the Kittelson Estate.  Idaho State Attorney has stepped in to represent the Pelican Rapids Public Library so there will be no legal cost to the Library.


The City of Pelican Rapids received a 2003 Water Fluoridation Quality Award.


Jenson reported the City has received additional email from people opposed to the Echo Bay Project.  They are available for public review.
