CITY COUNCIL MINUTES 11-18-96The City Council of Pelican Rapids met in continued regular session on 11-18-96, at 5:00 p.m. in the Pelican Rapids Public Library meeting room.
Present: Mayor James O. McDonald, Council Members Wayne Runningen, Phil Stotesbery, Paulette Nettestad and LeRoy Martens.
Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert and Council Member Elect Denise Magnusson.
Meeting reconvened by Mayor James O. McDonald.
Motion by Runningen, seconded by Martens to certify $76.35 in an unpaid sewer utility bill to parcel no. 668-000 for collection with real estate taxes. Motion passed unanimously.
Administrative Assistant Richard A. Jenson reported that he met with Brad Mergens of Soil and Water Conservation and with contractor Dan Egge regarding drainage ditch heading south from Jack Marko property to existing drainage area. Brad Mergens recommended a drainage pipe rather than a ditch. Jenson said a pipe will increase cost from $1,000 to $2,000. A drainage ditch will be permitted but will require more maintenance. Council agreed to install ditch as previously planned and requested that the City Attorney develop a settlement agreement and release for Judith and Jack Marko to sign.
Council discussed police capital outlay budget request for a sport/utility 4x4 vehicle instead of a regular patrol car. No action was taken.
Council discussed street capital outlay and personnel budgets.
After review, proposed 1997 budget was reduced to $664,146 with a general levy of $346,393.
Special levy will be $14,000 for special improvement projects plus $70,000 for street improvement project.
Mayor McDonald spoke in favor of assessing a portion of street improvements.
Budget hearing will be 12-5-96, at 7:00 p.m. in the Pelican Rapids Public Library meeting room.
