City of Pelican Rapids 





The City Council of Pelican Rapids met in regular session at 4:30 p.m., Tuesday, 03-28-06, Council Chambers, City Hall.  Mayor Wayne Runningen, Council Members David Gottenborg, John E. Waller, III, and Ben Woessner were present.  Council Member Richard Peterson was not present.  Administrator Don Solga, Clerk-Treasurer Glenys Ehlert and Street, Park Superintendent Brian Olson and Judy Marko were also present.


Mayor Runningen called the meeting to order.


No items were added to the agenda or deleted from the agenda.


Motion by Gottenborg, seconded by Waller to approve the 03-28-06 Accounts Payable Listing as presented.  Motion passed unanimously.


Clerk-Treasurer Glenys Ehlert reviewed information from Wells Fargo Public Funding and Northland Securities on short term financing for the water fund.  City Council will continue review of water fund budget and funding needs at 04-10-06 City Council meeting. 


Administrator Solga reviewed a request to extend water and sewer on Maplewood Drive to serve two to four new homes.  The next step would be a preliminary engineering report.  Mayor Runningen reported that in the past the City has deferred assessments on water and sewer extensions until development occurs.  Council discussed requesting a cost estimate on looping the water main.  Motion by Gottenborg, seconded by Waller to introduce the following resolution, entitled, RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT PROJECT NO. 71.  Resolution authorizes a preliminary engineering report on the extension of water and sewer in Maplewood Drive and requests an estimate on the cost of looping the water main with Ridgecrest Dr.  Motion passed unanimously and resolution declared duly adopted. 


Street and Park Superintendent Brian Olson reviewed a proposal to hire Valentine Kubik as a seasonal summer employee at the rate of $6.15 per hour.  Kubik has been employed by the City through the Experience Works program for the past eight years.


Motion by Gottenborg, seconded by Waller to hire Valentine Kubic as a seasonal employee at the rate of $6.15 per hour for a period not to exceed six months and an amount not to exceed $5100 during the season.  Motion passed unanimously.


Solga provided the Park Board Report.  $125,000 in grant funds awarded by the West Central Initiative Fund for the City of Pelican Rapids River Park walking bridges on First St. NW and across the Pelican River from the parking area to the park.  The City of Pelican Rapids has also received two Valspar grants for paint to paint Pelican Pete and to paint a mural at the swimming pool bath house.  The Park Board is requesting donations for flowers.  Motion by Waller, seconded by Gottenborg to authorize the Park Board to request donations through the City’s newsletter for flowers for the street planters.  Motion passed unanimously.


Mayor Runningen said that the North Dakota Architects’ Board has awarded a design award to Shultz and Associates Architects for Historic City Hall.  This is the second design awarded for the renovation of the 1899 building.  It was originally constructed by the City of Pelican Rapids to house its Fire Department, City Hall, jail and a public meeting room.


A meeting will be held on 04-03-06, at the Fire Hall, at 7:00 p.m. to discuss the city township fire contract.


 Board of Review will meet at Council Chambers, City Hall, on 04-19-06, from 3:00 to 4:00 p.m.


Wellhead Protection Public Hearing will be at Council Chambers, City Hall, on 05-30-06, at 6:00 p.m.


Liquor Store Inventory will be 04-03-06, at the Liquor Store at 6:00 a.m.


The Fergus Falls, Otter Tail County, Pelican Rapids and Perham joint meeting will be held Wednesday, 03-29-06, at the Pelican Rapids Multicultural Learning Center, beginning at 5:30 p.m.
