MAY 7, 1997 -- MINUTES

The City Council of Pelican Rapids reconvened from April 30, 1997 to Wednesday, May 7, 1997 at 3:00 p.m. in the Pelican Rapids Public Library Meeting Room.

PRESENT: Mayor Wayne Runningen, Council Members George Hanson, Paulette Nettestad, Denise Magnusson and Dave Gottenborg. ABSENT: None

ALSO PRESENT: Administrative Assistant Richard Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Lake Region Electric General Manager Dave Weaklend.

Meeting called to order by Mayor Runningen.

Mayor Runningen discussed guidelines and plans for Spring Clean-Up Day. Costs are approximate at this time.

Motion by Gottenborg and second by Magnusson to proclaim Spring Clean-Up Days on June 12th and 13th with money to pay for it to come from parking lot investment funds.

Lake Region Electric Cooperative General Manager Dave Weaklend addressed City Council regarding the loan application amendment which needs to be submitted as soon as possible. Weaklend will deliver documents to St. Paul on Tuesday after council meeting on 5-12-97. Need to submit a new environmental impact statement to agency. Economic Developer Skip Carpenter will be contacted to develop a new environmental impact statement. It will be approximately four to six weeks to collect funds.

Minnesota Department of Transportation will re-survey speed limit concerns on Hwy 59 South later in summer.

City Attorney Morrie Kershner has suggested that the City enter into an agreement with Engineer David Rein for wastewater treatment facilities (WWTF) engineering.

Motion by Gottenborg and second by Hanson to include the following language in the City of Pelican Rapids contract with David Rein regarding WWTF engineering: This agreement is immediately terminable by either party upon written notice. Motion passed unanimously.

Maplewood Drive resident has requested a street light at southern city limits. Council discussed guidelines that street lights are for exceptionally long blocks or intersections.

Police department records would show contributing factors like line of vision or lack of adequate lighting. Request will be considered on 5-12-97.

Request for variance to permit location of mobile home in residential zone was postponed to 5-12-97 meeting.

Tastee Freez is experiencing extra garbage being dumped by his business dumpster. Suggestion was made to chain cover down. No action taken.

Administrative Assistant Richard A. Jenson reported that the Board of Water Resources has authorized the City to deepen the drainage ditch by Jack Marko's property.

A resident on 2nd Street NW has inquired about tarvia surfacing. She was advised to pick up a petition form and proceed with special assessment process.
