CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES – 10-27-09
The City Council of Pelican Rapids met in regular session at , on Tuesday, 10-27-09, in Council Chambers, City Hall.Mayor Ben Woessner, Council Members Richard Peterson, Steve Foster, Kevin Ballard and John E. Waller, III were present.No one was absent.Administrator Don Solga, Clerk-Treasurer Glenys Ehlert and Kelley Gorman of the Pelican Rapids Press were also present.

Motion by Waller, seconded by Peterson to approve the minutes of 10-12-09.Motion passed unanimously.
Motion by Ballard, seconded by Peterson to approve the Accounts Payable Listing of 10-27-09 as presented for the City in the amount of $26,539.43.Motion passed unanimously.
Administrator Don Solga reviewed the next Planning Commission meeting scheduled for , on 11-06-09, Council Chambers, City Hall, with discussion and information about home businesses.
Administrator Don Solga presented the liquor store report.
Administrator Don Solga presented the 2010 Fire Department Budget.Council considered the budget.Motion by Waller, seconded by Foster to approve the 2010 Fire Department Budget.Motion passed unanimously.
Administrator Don Solga presented the 2010 Airport Budget.Council considered the budget.Motion by Peterson, seconded by Foster to approve the 2010 Airport Budget as presented.Motion passed unanimously.
Administrator Don Solga discussed the agreement between the City of Pelican Rapidsand the State of Minnesota for airport maintenance and operation.The State generally contributes $4,246 per year for these functions.Motion by Foster, seconded by Waller to introduce the following resolution, entitled AUTHORIZATION FOR MAYOR AND CLERK TO EXECUTE MINNESOTA DEPARTMENT OF TRANSPORTATION GRANT AGREEMENT FOR AIRPORT MAINTENANCE AND OPERATION.(A complete text of this resolution is part of permanent public record in the City Clerk’s Office.)
Council Member Peterson discussed the option of privatizing the airport and annexing it so that the City could develop the property.Administrator Solga said his examination of the airport funding since 1998 illustrates that the hangar rents do not generate sufficient income to fund the construction of a new hangar.
Above motion to approve the resolution to execute the grant agreement for airport maintenance and operation passed unanimously and resolution declared duly adopted..
Motion by Waller, seconded by Peterson to approve certifying an unpaid utility bill in the amount of $152.94 for parcel number 76000270041000, to the CountyAuditor for collection with real estate taxes.Motion passed unanimously.
Motion by Peterson, seconded by Ballard to approve the 2010 lease renewal through 12-31-10 with State Bank at the same monthly rent in the amount of $2,916.13, for City Hall offices and authorize Administrator Don Solga to sign the lease on behalf of the City of Pelican Rapids.Motion passed unanimously.
Motion by Waller, seconded by Foster to approve a salt and sand agreement with OtterTailCounty by introducing the following written resolution, entitled CITY AND TOWNSHIP WINTER MAINTENANCE AGREEMENT.(A complete text of this resolution is part of permanent public record in the City Clerk’s Office.)Motion passed unanimously and resolution declared duly adopted.
Mayor Woessner reviewed a letter he received from the State of Minnesota that the pre-application for the Small Cities Development Program (SCDP) has been accepted and the City may move forward to complete the full application.The City will need to conduct a Public Hearing on the application to obtain public information.The City of Erhard, PelicanTownship and Erhard’s GroveTownship are also included in this application and will be invited to participate in the public hearing.Motion by Peterson, seconded by Ballard to set the Public Hearing on the SCDP Grant Application for Tuesday, 11-24-09, at Motion passed unanimously.
